best cpu for abit ip-95

ok, be gentle with me but ive got one of these boards at hand and have read how bad they are at clocking (with tears in my eyes). so would i be better to get a single core with higher clock speed than spend loads on a c2d?
this is just to try and make a semi decent small pc so dont want to spend too much.

was gonna see what i could squeese in first, got a spare gfx card so thought it could run some games. basically 1hdd, 1dvdd, bare minimum.
at first thought it would be a laugh if i could make a system close to what i already have but with sata1 and ddr533 and no overclocking thats kind of gone out the window.
so want it to be an all rounder, just might have to check some benchmarks on cpu's i guess, i mean an e2140 is cheap but would it be cheaper still and not too different to get a 3ghz single?
