Best database design program?

What are the best programs avalible for designing an oracle database? Because at the moment all the programs I have access to at school are crap.

Why Oracal? It u want a good version of MS Access how about Filemaker pro and if just a database why not mysql as theres loads of stuff for it.

I use Filemaker everyday, it is a very good piece of kit but I am just a basic user. It is certainly cheaper than Oracle but what about Access or Base from OpenOffice?

I'm just looking for a program that allows me to easily create erds conforming to oracle standards.
