Looked on the website and it saws PS4, Xbox One and PC. You can pre-order for Uplay. I'd be hugely disappointed if it wasn't on PC.

Compared to a dedicated driving game, no. But it's passable, and fun at high speed, where the cars really start to slide around. They're lifeless at low speed though, which is a shame because the game presents quite a realistic city and it makes me want to drive at a realistic speed.
