best fans for pa120.3 rad

im just bout to order some water cooling gear for my system what is the best fans for a 120.3 rad. Im going to order some 7v voltage changers to go on them as wel. Would 5v be better or would it reduce them to much

Panaflo L1a

Good static pressure as they are 38mm thick fans.. at 7v they are pretty much silent and still move a good volume of air

Fine but louder motor noise.
For lowest possible noise, Tricod Science / YateLoon... Nexus (same thing rewound to 9v)

Best is a subjective term. Best price? Best noise? Best airflow? Best looks?
None has all 4.
