Best free batch image resizer?

At work at the moment we've got hundreds of Tiff's upward of 150mb on an FTP server I've been asked to resize by a percentage and convert to JPG.
Running an automated script on CS5 is being ridiculously slow, bringing my PC to it's knees (It's an ancient C2D laptop, no surprises there eh?)

Is there any less bloated software which could do it quicker?
 
In the mean time does anyone know how I can set photoshop to resize tiffs to fit A4 size and convert to jpeg in a batch, I've tried to do it by pixel sizes at 72 and 300dpi (neither seem to work), tried to set up a macro to do it by mm and neither does the correct size. Any hints?
 
150MB image files are going to take a while to open/convert/save on any machine if there's a lot of them.

Best bet is stick with that program, but either leave it overnight or run it from a better machine
 
Sorted the photoshop issue now it was me being dense.
Theres no use arguing with IT in this place. They don't let you do anything by yourself so everything needs to go through them if you want it installed. Even it was false positives, which it probably was, it'll never wash.

Theres an old (prestonia xeons, this will take a while) workstation in the office I'm gonna use to queue them up to do it overnight. Cheers for the help guys.

If you want to just alter batch images to usable image format, then Image Converter software is a simple and quick way to a lot speed up picture's file type changes in just a small number of clicks. As a batch image converter I also use ReaJPEG software with its batch editing mode.
