Try Paint.Net it has good plug-in support.

I have just discovered Photoscape, it is quick and easy to use, functions are limited when compared with Gimp etc, but I am more than happy with it for basic editing.

only real choice is gimp as it has more advance feature compare to other free photo editing software. if you do get budget but limited their photoshop elements, Lightroom, paint shop pro, photoplus etc they sell for on or under the £80 mark for lastest version. older version will sell for a cheaper price.
