Best free parental control software (Windows 7)

Just wasted 2 hours trying to get Microsoft Family Live Family Safety up and running and given up.

When I run it, it tells me I need to accept the terms and conditions at account.live.com, but I've looked and looked and see no way/option to that on there (when I log on). God Micro$oft is painful!

So is there a simple/effective free method of just putting a good parental control application on my kids account?

Seen other people with the same problem...

Had to create a whole new live account! So using Microsoft Family Live Family Safety for the moment at least!
 
Well after I stopped trying to use my original/existing Live account, and created a new one, Family Safety worked very easily so that's what I'm using now.

I say other people online who were having the same problem as me, all with older Live accounts, hence me trying to create a new one.
