Best free photo editing software

As title says . Im looking for suggestions on what freeware photo editing program is the best as adobe stuff is way out of my price range .

GIMP is really the only program that comes anywhere near photoshop.

Inkscape for vector drawings.

GIMP is definitely the way to go. Agree Inkscape is good too for vector- or if on Linux try Skencil
