Best Freeware MP3 Sample Rate Convertor/Mixer Help

Please can someone point me in the right direction of a freeware GUI program which can not only change the sampling rate of MP3s so you can fit more on your portable MP3 player but also mix + edit the tracks so you can cut + paste your own mixes & or join tracks together. My younger brother wants to play around with some MP3s he has created from his old C64 + Amiga game music which he has made into MP3s but he cannot find a free program which allows him to remix etc etc.

Would rather use a Freeware program which has a GUI as my brother is not technical + does not want to install any spyware & or crippled Shareware/Full version time limited demo.

Not sure about changing the sample rates, but for editing sound files, you probabaly want Audacity.

To enable exporting to mp3, have a look at this page.

cdex gets my vote.

I went for a long w/e with gf and managed to fit 2 cd's worth onto my 32mb ms duo for my k750i, with space to spare! Sounded OK on the phone, but you sure notice a difference listening to it on the PC.

I think i encoded at 64k or something. And i was getting about 1.3mb per song.
