Best Graphics Card @ £100

7300GT or 7600GT if you want nvidia, or maybe a X1600XT if ATI.
If you go down the 2nd hand route, you should get a 7800GT/GTX and as the X1800XT is only £130 new you may be able to pursuade someone to part with one for £100. Failin g that at X1800GTO

It kind of depends why you are building the PC. If it s to play games on, you really dont want to skimp on the card.
I'd personally go for the X1800XT 256Mb @ £130 in this weeks only, or if you could stretch to £170 the X1900XT 256Mb. I know from experience that if you intend to play games and then skimp on the hardware it always costs you more in the long run as you are forever replacing bits you should have bought in the first place.
If its not to play games on any of the suggestion earlier would be fine.
