Best H264 Converter

Just wondering what the best program is to convert into H264 (720P resolution) is?

At the moment I'm using AVS Video Converter which does the job fine and works with a variety of file formats for the source - but is there anything else that's better?

I use staxrip which is free to convert video files which has many profiles for different outputs

They have a beta on there site which i've used without any problems

PS just looked for a link to download and theres sites down :(

I too use this and it works well enough although theres a bottlneck somwhere. no matter what I choose to encode, the max fps is around 26 with plenty of cpu time left. when converting 1080p down to 440x220 (x264) for PSP, max fps is 26 with only 30% cpu used across all cores.
 
Cheers I'll take a look at staxrip, for reference it's taking about 2 hours to re-encode ~60mins from 1080P down to 720P or lower with AVS Video Converter. (3Ghz Core2D)

HDD bottleneck, possibly? I've used staxrip a fair bit, and it uses around 96% of all four cores.
