You can do plain old C in Visual Studio, community edition is free and full featured.

VS 2013/2015 CC. Best compiler/linker in IMO, although LLVM gets good review, don't know what IDE it uses, GNU GCC is an impressive piece of tech, bit more strict in standards than VS.
