Hi i currently have virgin media 30mb and my pings are around 29-39 on uks servers.
I sometimes need to download some work of internet so i need a speed of 5mb/s +

I do play on servers from diffrent countries so if any internet provider can give me ping of 30-49 it would be nice.

Wait because vm is doubling everyone speed, from 30mb to 60mb for you.

It doesn't matter who your provider is, you'll still get high ping for connecting to a foreign servers.
 
Your ping to foreign servers will always be higher, Your connection speed makes little or no difference to the overall distance to the server.
 
Depending where you are. I haven't got the link but google virgin media doublespeed.

I'm getting my upgrade in march/April.

Not strictly true as some ISPs have better routing than others which can be important if there are particular servers that you commonly play on, in games that don't support proxy re-routing.

In my experience from talking to and monitoring the pings of a lot of UK gamers one of the best standard home connections (i.e. not FTTx) for gaming is Be fastpath DSL, which can give as low as around 5-6ms for people living in london.

As a rough rule of thumb you should target an ISP with sub-15ms pings to London, which should under optimal routing give around the following additional ping to foreign servers:

.FR +5ms
.NL +8ms
.BE +7ms
.DE +12ms
.IE +7ms
.DK +17ms
.SE +25ms (southern Sweden e.g. Lund will be comprable to .DK)
.FI +31ms

So basically your target of 30-49ms should be achievable in all of those countries
