Best location for a PWM fan?

With this heat I started looking at better fans for my PC and discovered it has a second PWM header on my mobo, as well as the CPU fan.

Where would be best to locate this? I can do rear fan or one of two front fans? I've never used them for anything other than the CPU before.

Funnily enough I've just put new fans in my case. My cpu is PWM controlled, and the other I put in the rear as an exhaust fan. I then moved my original exhaust fan to the front (not PWM controlled - standard 3 pin). I'm not convinced this is the best as I've noticed the rear fan doesn't spin at all for quite long periods of time. Then it kicks in for a while. I'm not sure if I'd rather have the rear exhaust on constantly as it draws out the hot air.
