I am building a Mini ITX build in a Evga Hadron Air case and unfortunately memory is the only the thing I don't really have a clue on.

I am looking for the best stock performance low profile memory?

I don't think I will have the opportunity to do much over-clocking given that I will be limited to power and heat restrictions.

+1 I'm using 8GB of it. Have had 0 issues , afaik its overclockable or at least you can modify the timings to be lower essentially making it faster. Cant say i've tried it yet but one day I might.

check compatibility with your mobo before buying.

The best of the best is probably the Samsung Green 1600MHz half-height stuff if you can find it, it may only be 1600MHz at stock, but it will overclock to 2400MHz in some cases and it is sure to hit at least 2133MHz. :)

RE: The above, all my memory is Vengeance at the moment, I have had 8GB of Vengeance Black for a few years, recently added 8GB of Vengeance Blue to it, all fine, and in my other system I have 8GB of Vengeance LP Blue, which again has been flawless. :)

I haven't been able to overclock any of it though.

I can also personally recommend Kingston HyperX Genesis. I have used it in a couple of builds in the past and it is great. I never attempted to overclock it.
