Best Mobile and contract for connecting to web via laptop

Looking for a contract upto £30, preferably a bit lower.
Free phone would be good.
Needs to be able to provde a fairly reliable connection for fairly minimal use. (just emails/minimal browsing one week a month or so)
i presume web'n'walk would provide my best option but not sure what phone's best for the situation.
also it says on the web'n'walk bit of the tmobile site that it's not permitted for this kind of use (as a modem) is this enforced in any way?

Ive just got T-Mobile. £30 gets you 3GB a month and a free USB modem.
T-Mobile are the only company not to charge you for using more than your monthly allowance. If you go over they ignore it - if you go over excessivly they send you a letter. If you ignore them they cap your download speed.

I've been able to download at about 80-90KB when HSDPA is my connection - about half of that when on 3G.

Oh yeah - 14 day trial - don't like it, then take it back and they cancel your contract.

I get over 1Mb on T-mobile

it's preferable if it could be a phone rather than a modem. it's for my mum and for her one contract is preferable. going over a limit of a gig or so wont be an issue

you get download speeds of 1mb? i.e. you download 1,024kb of data a second? Thats an 8m/bit connection - i'm pretty sure thats not supported by t-mobile.
