Best notebook for around £4-500

As in title really, my dad bought a dell XPS laptop not so long ago, but it is too big and heavy for him to travel around with and as such wants something a bit smaller - what is generally the best spec you can get for £4-500?

Preferably around 12" screen, could go to 15 but would have to be light.

Does it need gaming power?

I would personally watch the Dell Outlet for an XPS M1330. They're not too big or heavy given the power they carry.
