Gigabyte Gigabyte GA-P31-DS3L
Pinnacle 11
WinFast DTV1000 T
Obviously stability with the OC is important.

Ubuntu Studio is always worth a try as its free and has lost of goodies.

Vista 64 bit Home Premium. Just make sure that all your hardware has up to date 64 bit drivers

The system is for my dad who has taken ages to get used to XP so a jump to Ubuntu would be to much i think.

I can get my hand on that, i have acces to all the XP and Vista varriants for nothing and onlt piece of hardware that initialy caused me concern is the TV card but the website lists vista 64 drivers and it will be a clean instal as the machine is a new build, ive just stuck XP on it to test for HW stability.
