Best PC games for modding?

What are the PC games with the best mods?

I like single player games - FPS and RPGs and am interested in graphics mods etc.

What are the best games to get which have lots of mods available, and where's the best place to get those mods?
 
HL2 for cinematic.

Oblivion for masses of mods including huge total conversions (lotr, and a german one called nerhim)

Stalker also has lots of excellent mods.v
 
HL2 as above, especially the cinematic mod.

I've modded gta iv and crysis, there seems to be a big modding community for these two games. I'm experimenting with crysis atm.

@ TheCenturion: A game has to be designed in a way that makes it moddable. There are some games where it's very hard to change stuff.
 
Quake is still one of the best games for mods, from simple things like graphics or weapons tweaks, through to total conversions (driving games, flight simulators) etc.
 
Unless DLC dies out I think we have passed the golden age for mods.

Very few from the last couple of years are modable. And the culprits are all sporting DLC.
 
There's a lot more out in the wild than you, me or anyone is aware of. I find it great the effort people put in to keeping the greatest of the pc's golden era games fresh and alive.

Big for me would be Homeworld, but a list of where not to start from the top of my head:

St Bridge Commander, Battlezone, Forsaken, Freespace 2, CC Renegade, Mount and Blade, Freelancer, Darkreign.

Thats just my favourite genre, chances are if you google search anything half decent in the last 20 years on the pc, something will spring up:)
