Best possible air flow and noise level for under £130

Simple question really, for under 130 quid what is my best option for the highest level of the two above? I am not fussed about a window panel or not.

check either one of my build logs both have brilliant air flow keeeping the 4xx series below 75 on full load and whn not gaming the psu is the loudest part of them
