Best Smartphone for around £125

Looking for a smartphone for a xmas present, budget of around £125 ish.

Android phone either on PAYG or Sim free.

I know this is Moto G territory, is it still the best or are there others?

Also what are Windows Phones like?

I've read that the Moto G 4G is better than the 2nd gen, is that right?

Having 4G isn't essential.
