Best value HTPC parts? perhaps even AMD?

My parents media pc recently went wrong and im just trying to get it up and running for them again asap but budget is a little tight. The usage is basically videos and tv series (1080p) but really wouldnt want the system to feel sluggish. I was thinking about a socket 1150 i3 but I am totally out of touch with whether or not the AMD alternative would offer better value for money for this sort of system.

The main requirements are:

1) as good value as possible
2) It must be an ITX motherboard because of the case
3) Its basically a cpu/ITX motherboard combo that im after.
4) It must feel pretty fast even when booting up etc

Any help is very appreciated ! :D i gather for intel it is getting increasingly difficult to get ITX motherboards, hence the slight curiousity over what AMD offer these days, as ITX form seems less rare for whatever reason.

Ah yes this pc actually has a fast ssd already :D thank you for the suggestion, will keep it in mind while still hoping for more confirmations or other suggestions! :D options are never a bad thing!

AM1 would be the very cheapest option, new. I think.

A Skylake Pentium together with the motherboard ExRayTed specced is another.

You say you have an SSD, so any spec should tick all the requirements in this case. Obviously in any additional usage involving a lot of processor power, the Pentium and i3 would be superior. Graphics-wise too. Plus the build quality of the Intel motherboard, in this case, is highly likely to be superior to the AMD due to the cost. So go for what you can afford.
