best video editing prog/software?

just wondering whats best easiest to use for doing this? capturing footage, converting it effects and quality of end product.any recommendations?

The difference between 'best' and 'easiest' is barely further apart than in video editing.
Windows Movie Maker (included with Windows) or Ulead VideoStudio would probably be the easiest. Premier Elements is more powerful, but not quite as easy to pick up in my opinion.

well I would say the best video editing program is final cut on os-x, for the pc it would probably be combustion (pita to learn though). If you go down in budget the free windows one should do most of what you're after, if I was to pay small money probably adobe premiere elements
