Am looking to export as WMV for purposes of putting on webpages.

Please, nobody say use Movie Maker.. it seems to crash with larger files.

I have it and find it fantastic.

You have a choice of Adobe Premiere Elements 2, or Sony Vegas Movie Studio Platinum. Both have evaluations available. Try them both and see what works for you. I'm probably going to go with the Sony option.
