best water cooling liquid to use for my setup ?

I notice the liquid used for water cooling isnt that exspensive so I may as well buy the best.

Would like something that isnt conductive just incase I get a leek.

All so were do I place my rad in my case ? is the idea to put it were ever the outward fans are or the higher the better ??
 
The best liquid as far as heat capacity is good old water. If you get de-ionised, it is highly unlikely to damage anything should it leak.

BUT, I will never understand this - to me - irrational fear of leaks! Just do a proper leak test with the computer not powered on and fix any leaks at the beginning. If your system doesn't leak in the first few hours, it more than likely never will so why worry about non-conductive liquids. Water is best. With a little iodine to kill any beasties.
