Best way to attach this to the wall?

I need a stronger method of attaching this kind of curtain hook to the wall.

They're currently attached using the supplied 35mm screws into Fischer DuoPower plugs, but over time they've been knocked and become loose.

I'm thinking about drilling the screwhole out slightly so I can get a 5mm screw through, then using a 100x5mm into a tipless DuoPower in the plasterboard, into a headless DuoPower pushed into the blockwork behind.

Are there any better ways to do this?

Are those long enough to reach the block work behind?

If you mounted a timber plinth to the wall using much larger fixings, would this then be wholly hidden by the curtain?
