Best way to find a webdesigner?

Until now, a mate of mine's built and been maintaining my site for several years but due to other commitments he can't manage it anymore. I need to find someone else but don't really know where to start looking.

I tried 'that big freelance' site but they're mostly based in India etc and I really want someone local/reliable that I can trust (ecommerce security). Also, how are jobs generally priced? Seen a couple offering hourly/daily rate but...well, how long's a piece of string, if you get my meaning

Spunkey's right of course, it's some revision on 'back end' php I need - that guy's obviously talented and amusing Spenncerr but not quite what I'm looking for as I don't want to start from scratch (probably couldn't afford him anyway ).

Turns out another mate can help me out short term, but I'll still probably need to find someone for the longer term.
