Best way to format a 320gb drive with 2 partitions

As title really, i've got a 320gb drive i want to format with one primary 20/30 gb partition and a secondary 300/290gb partition. What's the best software for this? I did it before, i don't remember, but i ended up with what i wanted to be the primary partition as partition1 and what i wanted to be the secondary partition as partition0, so sort'a backwards if ya get me?

Do you have access to Windows from another disk? If so use the disk manager. If not use the OS tools from Windows/Linux when you're installing the OS.
