Best way to learn how to build a pc.

Well i already have a really good pre-built pc atm and i wanted to learn how to build a standard pc i was wondering what is the cheapest and easiest way just to learn the basics my self. Where would it be best to buy used parts?

Could someone spec me a really cheap spec from OC and i mean REALLY cheap.

Dont really want to spend to much since the pc will be worthless to me.

I already have a internal hard drive and a dvd drive, i will look into 2nd hand parts because it looks like the best way to go.

I got an old pc parts from someone and when i tried to turn it on when everything was installed the psu started acting weird.

When i turned on the power switch on the back of the psu the psu fan started spinning slowley and the pc doesnt turn on

Any idea why this is happening?

Nope as soon as i put the power on the fan starts spinning slowly for some reason even before i try to turn the pc on.
