Best way to limit frame rate on Nvidia GPU?

nVidiaInspector will let you do this on a global or by-game basis.

You can do it through many means. I prefer to do it through the game if it lets me, otherwise i use Rivetuner Statistics Server or RTSS without afterburner or anything else. I run it with overlay disabled and just for the framerate limiter. nvinspector can be used as well as shown above but if you are running some off the spec hz on your monitor like i am it wont do you any good and for some reason i have to reapply it on windows startup or otherwise its disabled.. a bit annoying tbh.
 
Nvidia control panel force vsync and use adaptive option.

the problems with that is several, 1) he may not want to limit the fps to his hz setting, 2) doing so will cause higher input lag if his gpu is able to render faster than the locked HZ which would require him to manually limit his fps anyway through other means.

It works and no other additional software is needed. Its a very popular method for capping frames. :)
