Best way to remove a plaster ceiling light base?

Just taking down the ridiculously overly-ornamental chandaliers (can you believe it? Chandaliers in a council house!), but am having a bit of trouble getting the ornamental plaster base off (decorative circle that's glued onto the ceiling).
Beyond chipping away at it bit by bit, is there a way of getting rid of it?
 
If it's plaster use a bolster chisel; if it's polystyrene, get a paint scraper thingy under it.

Well I /would/ crash my car into it, but none of them are working at the moment :(
