Best way to step down a 12VSB to 5VSB?

I'm using a small server PSU which has 12VSB instead of the required 5VSB for ATX spec.

What's the best tried and tested way to convert it?

The responsible answer is probably "don't".
There is a product on the market called picopsu which integrates a DC DC into an ATX connector and it will accept 12v input for up to 160w output. But unless you really have a very specific reason to keep the server PSU I would say that you are throwing good money after bad. It's likely that either changing the motherboard or PSU will be cheaper and more reliable.

I appreciate the reply but I went ahead and purchased a DC-DC step down for the VSB rail and it works fine.

For clarification, the server PSU I have already has the majority of ATX spec, it was just the 12VSB which was the problem.

Glad you found a solution.
I was being cagey because you never know the real situation with a forum post and messing with power can start fires.
Do remember that the dcdc is going to dissipate heat proportional to its load. So check that it doesn't get too hot during heavy use. 5v rail doesn't usually run much but USB , SATA, some logic ic's, and potentially the RAM, could all be running off the 5v
