Better intake fan

I currently have a cooler master JetFlo fan which brings air into the case from the front. However, that fan seems to be struggling to move any air at all and i believe it may be to do with it being in a confined space and have to push air through the front of the case and the hard drive bays.

Now my question is; Would it be better having a high static-pressure fan instead of the JetFlo? I'm looking at the Noctua NF-F12 PPC 3000RPM PWM fan, would that be a better option? I'm open to other fan suggestions.

Those Noctua 3000rpm are extremely noisy and more apt for servers in unfrequented rooms. I'd suggest checking out vids of them online so you can have a listen. Perhaps a more practical solution would be to add a fan or two behind the HDD cage with bungee cord or elastic bands, to help draw the air from the front fan into the motherboard/GPU area.
 
What case do you have?

The Noctuas are fantastic fans and being PWM, you have full control. There are a few users here who have them, like AMDMatt and they love them.
 
I currently use a Noctua PPC 3000rpm on my h80i radiator at the moment. The overall airflow of my case just seems rather poor. I am considering getting a new case, i'd need one with good airflow. Around £90 - £100 would be my budget.
