Better software than Afterburner?

Modded my gtx580 bios to drop the minimum fan speed, and have used afterburner to OC and setup a custom fan profile. However, afterburner has started randomly ignoring the lower min speed and will sometimes revert to the default 20 percent minimum, which is too loud for idle.

Is there a better program that can perform the same function for me?

Your card may have come with the manufacturers own OCing tool. have a look on the disk.
You could also try EVGA precision
