Better than a AC F7?

Anyone recommend a better cooler than an AC Freezer 7 Pro, for about the same price point?
Its only for a HTPC so noise is the main concern, so the better the cooler, the lower the fan speed and hopefully quieter it should run!

Surely an AC Freezer 7 is fine if you turn the fan down?

I've got a 4GHz E8500 with 1.38V going through it cooled by an AC Freezer 7.
 
The freezer 7 is and has been the best £19 cooler for many years. If you want better you have to pay more and any gain will be disproportionate to the increased cost until about £35-40 i.e. high end.
 
the coolermaster hyper tx3 is slightly better than a ac7.
but if your looking for a quiet cooler for an htpc you won't find much better than a passive scythe mini ninja.
