My PC takes a phenominal amount of time on this step - way more than I have observed on someone elses PC.
Is there any known reason/fix for this kind of problem?
Cheers :)

Everything helps. CPU, RAM, GFX, in-game settings, even internet connection as Punkbuster on the game server is scanning pretty much every file on your PC at that point, including active memory, looking for something suspicious.

The speed of your hard drive also has effects the time it takes.

In my laptop I used to have a 4400rpm drive an it used to take 3-4 mins. I changes it for a 7200 and it does it in about 30 seconds :D

Its even quicker on pc in sig

Oh and thats on a 512kb internet connection so dont think that has much to do with it.

Some of my mates have cleared their local user profiles or re created them and found it to be quicker. Mine takes ages :(

Hard Drive speed is the problem, nothing to do with graphics settings. I have everything as high as it will go and it only takes normally between 5/10 seconds, usually less to do. But then i have a 10,000 RPM WD Raptor.

Its verifying the files you have are the same as the servers (ie you havent modified any files)
