It certainly is a feature rather than a bug or a graphical glitch. Notice that the reticule isn't affected by it in the screenshot

You also get monitor effects in whilst in the Tanks. I believe the PAC hover tank has a sort of "low res" line effect when manning the secondary gun.

You also get that when you man the Titan's turrets, and szoomed right in on commander;'s sattelite screen. I wonder if the people saying it's a glitch have ever even played 2142 :/ It's a purpose built part of the game, and really doesnt affect the gameplay at all. it takes about 1.5 - 2 seconds to scroll down the screen and if you're doing what you should be (ie killing people) then you wont notice it anyway.
