BFG 8800gtx Problems

I bought a Bfg 8800gtx oc from the Ocuk sale on tuesday but upon receiving and installing it today it's not working correctly.
The first problem was the nvidia driver informing me that i had insufficent power going to the card but i have a 700w Thermaltake Toughpower PSU, which is surely enough.
The second problem was during the bootup screen it displayed horizontal lines of pixels, could this be a product of the 8800gtx receiving insufficent power or something else.

You definately have both the 6 pin pci connectors on ?

Yes, both of are plugged in, never had this much trouble with my 2900pro.

Sounds like it may be borked, another machine available to try it in?

Unfortunately not, damn i was looking forward to running my games at high settings.

Hmmm... the horizontal lines of pixels have gone and the pc boots up as normal but i still have the nvidia sentinrl message stating that the 8800gtx is receiving insufficent power.
