Unless you use in a very dark room, you should just calibrate your monitor brightness as part of the whole monitor set up and not really mess after that. Most monitors out of the box settings are waaaaay too bright. 2 monitors I currently use are set at 33% and 25% for example. Different brands so slightly different settings.
I've got the same antec USB bias lighting on the back of my primary monitor. How effective, or bright it is, depends on a lot of things, but mainly how close it is to the wall. It's the light bouncing off this that creates the necessary bias effect. Assuming you have your monitor against or very near a wall? If not, it's all pretty pointless....
