big fps difference on 570 gtx?

A friend of mine is running a I3 540 @ 3.3 with a GTX 570 powered by a OCZ 700W PSU.

He runs Rift in 1920 x 1080 in the ultra settings and gets a fps of 31.

I run a 2500k @ 3.3 with a GTX 570 powered by a Galaxy E 1000W PSU.

I run Rift in 1920 x 1080 in ultra - (identical settings).

My FPS is around double his both looking at the same area.

Is the big difference due to his cpu being not up to the job, his PSU or a combination of both, or possibly something else?

It's a 1156 M/B (first gen I3) - would it be better for him to upgrade the CPU to an I5 hence would he get a near fps to mine.

Or will there be a bigger difference in performance if he upgrades his m/b and cpu to a latest IVY bridge I5.

well a 1156 i5 seems to cost too much to justify not going full hog and getting a 3570k. that's just me. and even a 3570k in extreme (i'm talking extreme) situations benefits from overclocking in gaming. so if it were me, i'd get a 3570k
 
Get an i5 750 2nd hand - for like 60 quid - mine OCs to 4 Ghz - problem solved

A 2nd i5 750/760 don't cost much now. But if spending money is out of question, then the least he should do is overclock his i3 540 (if he got a good CPU cooler already). Almost all i3 5xx can hit 4.2GHz, and some can even reach 4.5-4.6GHz.
