So I was attempting to straighten handle bars, and then as i was twisting them it gave way a bit but now the brake cable does not line up at all.

The blue holder (for brake cable) at the top of the stem should be in line with the wheel. I can't get it to twist at all now, it just won't budge one bit.

Any ideas how I might fix this?

The blue bit most likely has a "Nobble" sticking out of it that lines up with a groove in the fork stem, what you have done is twist it and force it somewhere it wasn't meant to go.
all I know that you can do is remove the top nut, and gently tap it in the opposite direction with a hammer till the "nobble" line up with the groove again, it should then be free and you can replace the top nut and line it up before finally tightening the top nut up.

Pretty much this ^

Loosen the headset lock nut,the top one, then allign the blue bit. Make sur the headset has no play in it by twisting the lower cup then lock it down again.

Failing that tap it with a hammer :)

I got bored and gave it a few whacks with the hammer, hopefully lasts the bike ride I'm just about to go out on. Thanks for the suggestions.
