Lots do, however they're a bit of a comprimise, IMO.
You'll need to keep it waterproofed, and the screens often don't work with gloves. And they can't send bluetooth audio to your headset. And they don't have a proper bike mount/charging solution.
So, if you're happy to have a satnav with just visual guidance, tucked into your tank bag top see-through pocket, and with no way of quickly altering a route without stopping and removing your glove and removing the satnav out the bag, and of course finding a decent way to charge it, then yeah they're fine
TBH, if you won't want to plan custom routes, just use your phone.
They're not cheap, but my TomTom has already been money well spent. According to mine I've done over 3200 miles using it. Keep an eye out and you can get them for just over £200, in fact the rider 400/410 has been replaced now by the rider 450 (with barely any upgrades) so you might get one cheap.
