Some people cause it by letting them out when there is clearly not enough space. Its happened to me where I have just sat there when being let out when there is no space to merge in.

I've had it a few times, if I'm in the car I won't let them out, pointless anyway as they clearly aren't going anywhere, just causes even more obstacles.
