Bin men don't lift bags left outside the bin?

This might seem petty but annoyed me so I thought I'd ask the question before I go kicking off down the phone to the council...

I left the bin out yesterday, it was overflowing with bin bags so much so that the lid wouldn't shut. I left a bag on the top which meant the lid was half open. I also left a bag at the side of the bin.

They took the bag holding the bin lid open out of the bin, emptied the bin then left the 2 bloody bags sat at the side of the bloody road?!

What kind of braindead moron would do that?

The health and safety point is moot because they had to go into the bin to lift a bag out in the first place!!

Is this some rule for councils or just a retard on the job?

I was provided no guidance. Others have said they get leaflets through the door, I've had none. At my previous address we never had these issues. I assumed in this case, common sense would prevail - My street in general recycles well and there's never overflowing bins, it was a one off.

However, as I said in the OP, I thought I'd question it first before mouthing off to the council :p

I'm surprised to hear others saying the bin men don't touch the bins unless the lid is fully closed. A relatively small bin with a 2 week collection period, absolute joke for the taxes.
