Hello clever folk!

I did a fresh install of Win 11 the other day using ChrisTitusTech Windows Utility (a debloat) which all worked fine.

I reinstalled the Bing wallpaper app, I like getting the new wallpapers each day... and I cannot get Bing app to start with windows like it used to! I've tried several things, like reinstalling it, enabling it in start-up etc. It just goes to disabled in msconfig start-up after every reboot? If you can shed some light on what is happening it would be much appreciated.

I can't see how I can upload a picture on here, it needs to be a link?

Things that are checked:
It is ticked on bing app "daily wallpaper refresh"
Bing wallpaper app is in start-up of msconfig, but always disabled (even if I re-enable it)

The app does not load at start-up and needs to be manually loaded after each reboot.

Not sure what's causing your particular problem, but I had a (probably unrelated) issue with my Win11 wallpaper settings refusing to stick - Dynamic Theme sorted it out and gave a few more options besides (I particularly like the autosave feature for both Bing and Windows Spotlight).

Your objectives of debloat and installing bing are contradictory, so it's not surprising that debloat would have turned off something bing uses.

The problem with debloat tools is you don't know exactly what they do, which makes it difficult to know what to undo when there's a problem. Debloating can be done manually to avoid that issue.

Seeing as we're talking about wallpapers, which aren't important in the slightest, I would say uninstalling bing is the solution because a wallpaper isn't worth any privacy tradeoff and it's creepy as hell that a wallpaper app can't function without collecting personal data.
