does that mean mods made for one game should work on another as they are the same engine in essence
 
Its a modified version, so would guess not. Plus I dont think any games in the past with the same engine have been able to share mods
 
no, Every iteration of the UTengine has its own internal tweaks.
Programming mods may be similar, but rarely transfer without lots of rewrites.
 
Certainly possible, but for the mod to be compatible with both games it would have to go quite deep with modifications to the code - which ofcourse would be a huge amount of work.
 
Depends wheter or not the unrealscript scripting is still in there or not.

So far, the maps arent even in the standard unreal map format so i would guess its about as unreal engine based as splinter cell but some mods will probabably be possible.
 
I spent most of this game thinking it was the Doom 3 engine, despite it saying Unreal Engine at the beginning :) Just looks like the same style as Doom, similar dark atmosphere I guess.
