Bios CPU speed not changing in windows

Can any one tell me what I need to set in the bios so that the CPU will change automatic speeds on its own in windows. I don't want it to be stuck at full speed when its not getting used .And for some reason the cpu is clocking to 3.9 and not dropping to 3.5 when not getting used or lower .

Speedstep and C-States all enabled? Some boards need the cpu voltage set to variable if overclocking to drop the voltage at idle. My board doesn't as i have it set to manual and it still drops to 0.736v at idle so it seems to vary from manufacturer to manufacturer. You need to select balanced power settings in windows too.
