BIOS or Core Temp, which to believe?

Ok I went to my bios and set the CPU Host Frequency to 400MHz, and the multiplier to 7 for 2.8GHz. Core Temp reports it is running at 3600.00 MHz (514.29 x 7.0). What's going on?

Q6600 G0 stepping CPU, Gigabyte GA-P35C-DS3R mobo.
 
Lowering the CPU multiplier confuses a lot of software.

CPU-Z will show you the true speed.
 
Running a lower multi confuses pretty much everything. Vista thinks my E6600 is running at 3.83Ghx. I wish. Its actually running at 425 x 8. Not 425 x 9. Always believe the BIOS tbh.
