Bios says CPU fan 0rpm!!!

You sure your CPU fan is plugged into the mobo fan header named CPU and not SYS? Only reason I can think of, that or your fan doesnt have monitoring.

Fan does not have rpm reading wire? (whatever its called).

Maybe you should tell us what the fan is and what the motherboard is? also do u have Q-Fan or similar enabled? (BIOS option to slow down fans), or how many wires does your fan have?

wrong fan header, should say CPUfan, not SYSfan

That was gonna be my suggestion. My board can't detect the fan speed below about 600rpm. The fan is probably temp-controlled, so if you're just sitting in the BIOS it runs at a really slow speed.
 
I have a simular problem only in the bios all my fans read 0rpm. I have a Gigabyte DS3P and Noctua NH-U12F without the ULNA. Speedfan doesnt pick up the fan rpm either when the processor is under full load
