Bit of Fallout 3 help pls

Picked this game up for the 360 on Friday and loving it so far but got a little problem

I am at level 14 now and I want to change my perks, everytime I level up I try to select the animal friend perk since it says it requires level 20 but it's always grayed out, why is this and is there a way I can change my perks?

It dosent matter now as it appears I just finished the game, activating project purity wont let me continue the game even if I send the girl in to activate it so it looks like I need to start the game all over again

Yea you should have saved before the last mission - annoying flaw that. I have hundreds of save files lol

Can't change perks and obviously at level 14 you won't be able to select the animal perk if it requires a level 20. Also worth noting even at level 20 you may require some additional skills, i.e. science, lockpick etc to select certain perks.

For instance I'm at level 20 but have about 6 or so perks greyed out as I don't have the required skill points for them.

If that makes sense?

No it said required level 10 i mean, but I think it has something to do with my stats

If its stats related then take one of the perks on lvl up, cant remember whats its called but it gives you 1 more stat point, only other way is getting the bobbleheads that give 1 to the main stats and 10 to the others.
